You call "that" a manual ? . Maybe you have a "real" manual ?
Well, this they call a manual. It is a typical example for someone only describing what one sees, but not explaining where things come from and how the user should proceed ...
is it simply the setpoint - hysterisis ?
so, 70-20=50% ?

I mean, you can set the behavior at "Output is at (TV = humidity threshold value)" where you have the options:
• TV above = 1 | TV – Hyst. below = 0
• TV above = 0 | TV – Hyst. below = 1
• TV below = 1 | TV + Hyst. above = 0
• TV below = 0 | TV + Hyst. above = 1
and if you choose the first option it is as you stated.
Or, maybe the other way around: if I want 70%; I should set setpoint 1 at 75 and the hysterisis at 5, does it make sense ?
That sounds reasonable. Perhaps it would be an idea to add some time for the switching delay (at least for 1 to 0) to be sure that the ventilator will not start quickly after it stopped (what could happen with a very little hysteresis).
But remember to put the value of "Value of parameter “Humidity switching output sends”:" to "on change" or to "on change and periodically".
... I checked the handbook (at least of the none-basic version) and you should put the setting on "• on change and periodically" or just "on change" - I think you just don't get the 0.
It's probably due to a bad setting of the hysterisis ... I've tried several values, no luck.

what is the humidity in your rooms? I could imagine that it is hot in your place (and perhaps humid) and so inside the (colder) rooms it should be getting rather wet? What I can see in your screenprints that the ventilator should switch off at 50 % rel. humidity (for setpoint 1). It could be that in your special living condition, it would never reach this point.
I would rather recommend to make this value much lower (say 10 % or 1 % for testing purposes). You cold as well make a plot where one could see the humidity and the status (setpoint 1, 2), so it could be decided if this is a settings' problem or an environmenal issue.

EDIT: I just saw the field "Humidity output sends on " change to 1 and ...
Perhaps it doesn't send 0 - I'll see if I can find the manual.
Someone has a practical experience with the Elsner TH-UP Basic ?
In the bathroom, I've a push-button to switch on a ventilator. The ventilator has 2 speeds, this is done via 2 separate channels of a standard actuator (not a fan coil).
Now, I've installed the TH-UP Basic to automate the process.
I've configured humidity threshold 1 as 70% and threshold 2 as 85%
When the threshold 1 is reached, the ventilator switches on at speed 1 (low)
When the threshold 2 is reached, the ventilator switches on at speed 2 (high)
This seems to work, but once the ventilator is running, it doesn't stop anymore . It's probably due to a bad setting of the hysterisis, I've RTFM but this doc is of no help, just showing the same text as in ETS, not a word of explanation about hysterisis. I've tried several values, no luck.
Would some one be so kind to post a working example, please ?

Pic1 shows the setting of the TH-UP, GA 0/6/169-175 are for the display in the Visu. GA 0/6/21 is the actuator channel switching the ventilator On/Off, GA 0/6/23 is the actuator switching the ventilator Low speed/high speed.
Pic2 shows the treshold setting.
Pic3 shows channel A & B of the actuator (A=On/Off, B=Low/High speed)
