The Functional Blocks in the KNX Specification are the basic method for specifying and thus guaranteeing the KNX Interworking. It is based on the specification of these, of new ones and of extensions, that the Interworking is evaluated.

In LTE-HEE (E-Mode), these Functional Blocks are 1-to-1 mapped to Interface Objects and used at runtime Interworking.
The other E-Modes (Ctrl-Mode and PB-Mode) base on E-Mode Channels; every E-Mode Channel is a well defined combination of well-defined flavours or one or more Functional Blocks. Therefore, all E-Mode devices thus are at application level 100 % compliant with these Functional Blocks, meaning that they will Interwork as foreseen in the Application Descriptions and Functional Blocks.

For S-Mode (ETS) devices, compliance with a Functional Block is not mandatory.
° But the basic functionality of the devices mostly complies with the Functional Blocks. (No things are specified in the Functional Block definitions of which it is known that the existing implementations would not comply ... What would be the point?)
° This is mainly due to the fact that the power and flexibility of application- and product description of ETS would oherwise unnnecessarilly be limited by a formal piece of paper.
° It is also not needed: in E-Mode, application Interworking must be guaranteed by design; in ETS, you have intelligent, mostly trained people who know what they are doing and who moreoverget by this additional flexibility/freedom.
For S-Mode (ETS) however, still the use of standard Datapoint Types is necessary! The choice of the correct DPT and its coding are verified.
For S-Mode, there are also some rare situations where functionality (not only DPT) is mandatory: state machines of dimmers, shutters and blinds, priority, scenes, etc.

So, they have a very important meaning.
But compare it to the traffic regulation: you do not pay attention to it every minutue while you are driving the car, and you do not know it in detail, but it's the thing that avoids a lot of car crashes and gives smooth traffic.
