I was busy giving a knx basic course, so sorry for the delayed response.
xxter B.V. is knx technology partner in Netherlands for 3 years, we've applied for full member as of 1-1-2018. Next xxter and Pairot will be knx certified.

I haven't seen xxter as a KNX member on the knx.org site

okay, when is the beta phase over and there is a german web site and Support online?

The firmware is not in beta, it's being expanded.
The next firmware update will have German language in the device, www.xxter.com/pairot is now available in German, the documentation also on https://www.xxter.com/ondersteuning/documentatie/

Eine Version wird jetzt verschickt und wird Google Gui Google home und verschiedene kleine Korrekturen deutsche Sprache hinzufügen. Q1 des nächsten Jahres wahrscheinlich haben Wil die nächste Firmware mit zusätzlichen Elementen

Sadly not. Specifications are very strict for it to know plugged in or not.
You can however use the switch element instead.

We are constantly building on the software. Other device types will be added soon, as a free firmware update.
Specifications limit possibilities sadly, so some are simply not allowed.
Sockets for example, need to be able to give a status "plugged in", which we can not get from knx..
